Since the ctools_node_comment_wrapper_content_type_edit_form doesn't provide the 'anon_links' configure option, so the 'Log in or register to post comments' message missing for the the anonymous.

Patch is for this issue.

The 3 year old patch to node_comment_wrapper.inc does not apply to the latest ctools 7.x-1.x-dev and (if applicable) needs to be rerolled.
