What does this means? What is missing? I can only see one function call and the function does not exists.

I guess this is the successor of cd sites/all/modules/project/release/; /usr/bin/php -f project-release-create-history.php, isn't it?

Maybe https://www.drupal.org/project/versioncontrol is a dependency here, but I see no reason why it is required to generate the XML release history.

This makes the dependency on versioncontroll optional as it is really not required and the module also works without. This is fully tested.
