Problem/Motivation

The upgrade from D6 to D7 fails because .install file does not load the module file, but uses a function that is defined in the .module file only.

I'm asking me how you upgraded Drupal.org without this fixes in place.

Proposed resolution

Patch attached.

Remaining tasks

Commit D7 patch and #1394118: Upgrade from D5 to D6 fails with undefined function to fix the same bugs in D6, too.

We did not disable contrib modules during the core update. We did run into quite a few hook_update_dependencies() to implement, so it may or may not have been worth it in the end.

I had lot's of troubles with views that requires ctools in D7, but does not enable it automatically. With a localization server I was completly unable to solve the dependencies without upgrading core first with all modules removed from modules folder. I wished this is not required. Here I had the same issue again.

#2573677: Call to undefined function ctools_include()

Can you commit the D6 patch #1394118: Upgrade from D5 to D6 fails with undefined function, please?
