hass commentedReason was the project module was disabled, as i have upgraded core first without any modules as recommended. After this step I copied project to modules folder and tried to re-run the upgrade. On modules page I have seen the modules have been disabled, when the error ocoured.
The main reason for this failure may be that hook_upgrade() use functions from the .module file and this requires a drupal_load() in every of this type of upgrade hooks.
