IMO this is because your PHP is missing the CURL extension: CURLOPT_TIMEOUT_MS is a constant defined by the CURL extension. Nothing critical here.

As specified in the Drupal 8 requirements, https://www.drupal.org/requirements/php#extensions "Drupal 8 requires version PHP 5.5.9 or later, with the CURL extension."

It would be nice if the installer coud perform a requirements check on this, though ; so downgrading to normal.

Here is a possible patch. Changing issue to install system since this is where this is triggered.

It might be possible to do the check later on, and then only if translation is enabled, but for most use cases, Drupal will need to be able to perform downloads, so it seems pointless to let the installation proceed, since CURL is the first requirement mentioned on the requirements page anyway.

@kwolfdrupal, Thank you for reporting this problem. We rely on issue reports like this to improve Drupal core.

The reports of this problem are on Drupal 8, which is now EOL. I tested this using ddev by disabling the php curl module and I also did 'apt remove curl' to be sure. I then started the install in a language other than English and the translations were downloaded.

Therefore, closing as outdated. If this is incorrect reopen the issue, by setting the status to 'Active', and add a comment explaining what still needs to be done.
