Certain URL fragments cause javascript error when collapsible fieldset is present on page [#2557175]

This issue looks as this https://www.drupal.org/node/2395065, when url has #badfragment=broken. In console log there is such error: Syntax error, unrecognized expression: .error, #badfragment=broken

I notices that it doesn't work with jquery version 1.9+.

I'd like that issue to be fixed first and then we can follow whatever direction core goes with, because I agree with #2395065-8: Certain URL fragments cause javascript error. It should search for valid characters and then replace the invalid ones.
