Per #2113957: Build server side version fallback system for translations, we need to add the ability to create a symlink pointing the most recently built package to a more generic symlink for a branch.

Example files:
views-6.x-2.x.ca.po -> views-6.x-2.18.ca.po
drupal-6.x.ca.po -> drupal-6.36.ca.po
drupal-8.0.0-beta15.ca.po --> drupal-8.0.x.ca.po
drupal-8.0-alpha2.ca.po --> drupal-8.x.ca.po

Edit: moved this comment to #2113955: Rely on proper server side version fallback for translations where it makes more sense. The symlink functionality needs to be reviewed / deployed still.
