conflicts with https://www.drupal.org/node/1717364. they both define 'function relation_ctools_plugin_directory($module, $plugin) '

how can I properly test this patch?

I am getting this error in my logs, during cron runs, etc:

WD ctools: Plugin relation of plugin type panelizer:entity points to nonexistent file sites/all/modules/relation/plugins/panelizer/entity/PanelizerEntityRelation.class.php
for class handler handler. [81.97 sec, 273.51 MB]

According to this issue, https://www.drupal.org/node/1345644, ctools plugins should be named 'class.php'. take a look at ctools/includes/registry.inc:15:function _ctools_registry_files_alter(&$files, $indexed_modules) {
