Problem/Motivation

The Starterkit needs a revamp. STARTER.info.yml.txt is a good place to start.

Proposed resolution

Bring the Starterkit up to date with the 8.x-5.x branch changes.

Remaining tasks

1. Investigate ways to improve the Drupal 8 Starterkit.

2. Review the current bare-minimum patch.

3. Open new issues if any API changes need to be made.

This does not include making the Drush commands work, although that will need to happen at some point also.

Here's an initial patch, I've updated the README, added STARTER/theme-settings.php and missing images, and added some empty hooks to the .theme file. Please review and let me know what's missing.
