Problem/Motivation

Currently you would have to fork the entire theme function to override the empty message.

Proposed resolution

I think it would be good to allow people to customise it, perhaps by allowing the use of an 'empty_message' key on the render element.

Excuse the changes into a render array, I was going down a different path before I added the '#empty_message' key. I think it's a touch better looking, but can undo it.
