See meta-issue: #2511554: [meta] Move some parts of Page Manager into CTools

Currently, Panels in Drupal 8 depends on Page Manager, however, this isn't the architecture we want. Page Manager uses DisplayVariants and Panels provides a DisplayVariant. Panels shouldn't need to be coupled directly to Page Manager in any way.

To this, first some code needs to be moved from Page Manager to CTools, or removed from Page Manager altogether, namely:

#2511570: Remove Drupal\page_manager\Plugin\PageAwareVariantInterface
#2511556: Add BlockVariantInterface (and Trait), and BlockPluginCollection from Page Manager
