Release notes

The packager script on Drupal.org built the last release (1.19) incorrectly:

#2455203: Distro Update Manager: version error on panopoly_wysiwyg

So this release is primarily to allow the packager to run again!

Beyond that, this release also includes a couple minor bug fixes. See all the changes below for more information!
