On the 7.x-3.x-dev branch, CDN settings can no longer be saved. After you change the settings, and press save, the page refreshes and shows that the original setting is still there.

markhalliwellThis has already been brought up in #2452817-15: from elements not rendered always and quickly fixed in the commit/comment #2450757-19: Provide a more robust CDN solution. Please re-download dev.

It turns out I had this in my subtheme's .info file:
Sorry for bringing up the issue, I knew I had the latest dev and thought something was wrong with the settings code. After you replied, I tried saving the base Bootstrap theme's CDN settings and it worked, so I knew it had to be something with my subtheme.
