There needs to be an access plugin for the node comment setting, which could be used to control the visibility rules for a pane on a node_view page.

Functional test went fine... this seems to work without issue. Rolled another with tiny fixes to comments.

I tested the patch in #3. I enabled the node_view page and created two variants. One variant used "Node: comments are open" as is and the other used it with the "Not" checked. I viewed a node and it showed the variant for comments open. I closed the comments and it showed the variant for closed comments.
