The migrate-import command will be implemented for D8 migrate. It will take an optional comma-separated list of migrations to run imports on - alternatively, a group may be specified with --group, or --all may be used to run all "registered" migrations (pending [#2202476]). Options other than --group or --all will be implemented in follow-up issues.
