Port to Drupal 8

@adhariwal, What are you plans with the module port? Your sandbox has not been updated since February 19th.

I'm glad to report that some work could be done on the role delegation module during the Sprint Weekend, such as finishing writing the tests. Please feel free to play around with the module and report Issue at https://github.com/ueberbit/role_delegation

Would you like to create a patch and post it here? otherwise if you prefer, I can copy the github project into a fresh 8.0.x branch on drupal.org and push it up then we can do any final clean-ups in follow-up issues?

Just a though: I think this module would be a good candidate to be integrated in Core for 8.2.x or later.

I'm going to commit the code from Github now and then i'll create some follow-ups for all the fixes. I'll add all the people who contributed code to the credits.
