At the moment, you can only create Views displays for nodes. Not for other entity types. This is a flaw in the module.

[EDIT] This now added in version 7.x-2.5. But see this follow-up issue: #2074859: Views displaying wrong data when using references/revisions/multiple fields

Above commit adds relations from node, term, product, etc. to workflow_transitons.
The other way around is not yet supported. See #2173853: Cannot create a View of workflow history log and comments
