I'm using custom statuses for my orders.
These orders already created with status 'pending', so on hook_entity_update tax doesn't add to commerce_reports_tax table, because status and commerce_order_total values not changed, check commerce_reports_tax_entity_update function.

I added hook_entity_insert(), where tax will be calculated for orders with given statuses.
