I add a node:comment form and node:comments to a mini-panel and add the mini-panel to a panelized node
when I click on the submit button for the form I get an error below.
When I refresh the page I do get the comment

Edit: I don't have a solution
I ended up adding this to ctools.info and the error went away
;Plugins
files[] = plugins/content_types/node_context/node_comment_form.inc

I am not sure why the plugin was not being recognized before doing this.

If you take a look at views.info all it's plugins are added. I don't see why ctools does not do the same
