These problem of yours is the past--just download and install vppr.module, and set it up at Administration >> Site configuration >> Vocabulary permissions.

In Drupal 7.x the corrct path is "People => Permissions => Roles => Vocabulary Permissions Per Role"

Another thing: Is it intentional that the new permissions have its own group named "Vocabulary Permissions Per Role"? I think it would be more intuitive if they showed up under "Taxonomy" right next to the other Taxonomy-permissions:

Edit terms in Tags
Delete terms from Tags
Administer Tags vocabulary terms

etc.

D7 reached its EOL back in January 2025, and there is no active release for D7 for this module anymore.
Development or support is not planned for D7. All D7-related issues (with no activity for years) are marked as outdated in a bunch.

Everyone can apply the patch above (not tested by the maintainers, tested by the community) to their D7 projects.
If the issue remains relevant for D10+ versions, merge requests with proposed solutions for a new module version (D10+) are welcome in a new follow-up issue.
