The patch is not works 3.0, its made to 3.x-dev I think (in 3.0, _bootstrap_process_input missing Webform rows).

I think the test fallen for that.

I check all webform fields, This is the only missing field, I just test it again on fresh installation and it works fine

I'm just moving this back to 7.x. We'll re-evaluate 8.x and create new issues one we get to that point.
