The hook_features_api() callback, workbench_moderation_features_api(), is currently located in workbench_moderation.features.inc. The hook isn't recognized on a site in which I'm running Features 7.x-2.x. Moving the hook to workbench_moderation.module, e.g. hook_views_api(), resolves this issue.
