HPP Should not be available on the order payment terminal

Currently HPP is available to the order payment terminal (for order creation by site administrators).

If one attempts to use the order payment terminal to process a payment through HPP it does nothing.

I believe this is because the order payment terminal does not appear to support the offsite function, let alone offsite_autoredirect.

Furthermore HPP is intended for the holder of the card as opposed to a clerk entering the data manually. If the merchant account has "Verified by Visa" and/or "Mastercard SecureCode" enabled, HPP will ask for the password associated with those cards. It is against the Merchant Account to request such a password. Also, there is no way to disable those security features short of removing them from your merchant account. (I.e. Either you have them or you don't, you can not create multiple HPPs that do and do not have those security features.)

It is for these reasons that I propose removing the availability of this payment type form the order payment terminal. I will do some digging around and try to issue a patch.
