Make the default state a configuration option per registration state, rather than system-wide.

(#1547190 would probably accomplish this, but this is simpler on its own.)

Attached is a patch which:

  • Adds a default_state column in the registration_type schema
  • Adds a select list to the registration_type entity create\edit form
  • Extends registration_get_default_state() to accept a type parameter so that type specific configuration can be checked

Users can select the default state or none when creating the Registration type, when registration using this type are created this state will be used if available if not the global setting will be used.
