Add Mail Editor support [#2033637]

Problem/Motivation

There's this handy mail templating / editing tool Mail Editor. It allows you to manage all the mails (templates) in one place, further it provides multi-language support and extended tokens (logic operations, loops).

Proposed resolution

The attached patch contains all the necessary stuff to integrate the Mime Mail rules actions with Mail Editor. However, the patch currently relies on Mail Editor changes made in: #212224: Mime Mail module: HTML emails and Plain text emails
The attached patch relies on the latest patch in the related issue.

Thanks for your work das-peter, but since this issue is blocked by #212224: Mime Mail module: HTML emails and Plain text emails I am marking this as postponed for now. I seriously hope there will be a solution and salvis will support this pursuit.

@sgabe I absolutely see the point for postponing this - but I still hope I can get some movement into this asap.

Changed function to load rules. The previous function call missed reaction rules.
Btw. I've no clue why there's an error with the patch version.

This would be a lot of work to do, with very little benefit at this point. I'm marking this as "Closed won't fix" because Drupal 7 is nearing its end of life, because the community hasn't contributed anything to this feature request for almost eight years, and because I have no interest in doing this myself.
