Any insight as to what is happening would be appreciated.

I am seeing this as well. Nothing is assigned upon successful purchase.

Yesterday I manually added a license file under Store>File Licenses and after that every sale that has come in did not assign the file to the order and in the logs I see the following error:
"Unable to evaluate action commerce_file_license_issue_order."

Please please please can someone help!

#2 was resolved in #2067711: File licenses not being assigned so maybe that will help someone.
