I would like to enable private messaging for users ONLY if they have flagged each other as "Friends". I only see the ability to limit use of privatemsg by Roles...is it possible to control at the user level? I wasn't able to find anything in the documentation or the issues.

Are you talking about integration with the Flag Friends module, User Relationships module, or some other solution?
