Sometimes tags added to issues do not show up in the issue summary.

I have just added a comment in #1103032-107: Document how to use date tokens along with the "needs issue summary update" tag. The tag addition can be viewed in the comment but does not come up in the issue summary though.

I tried refreshing the page a few times and also viewed the node with a different browser and a clean profile. Still, no tag in the issue summary.
