ctools_plugin_example access plugin arg length doesn't show form

Looks to me like the syntax got changed in access settings and the example module was not updated.

The 6 year old patch to arg_length.inc still applies cleanly to the latest ctools 7.x-1.x-dev, but still needs to be officially reviewed and tested by the community.
