There is a misspelling error in a permission name:

"administer the plus1 voting widget" vs. "administer the voting widget"

So, the only user allowed to configure Plus 1 options, is user #1.

I attach a patch.

I decided to maintain "administer the plus1 voting widget" because is more descriptive and specific for this module, so it can avoid other module permission name collision.
