I think that using the Rules module framework might be a good way to address some of this, including using other modules/modes like SMS notifications. (ie make a rule event to occur whenever this happens). I will see about trying to write some basic rules code.

Attached screenshots of the current two pages of CES for this feature. The feature could be the same for the first approach. However we can also think if we can improve the experience perhaps integrating it with the offers & wants module or with historic submitted orders, or whatever.

Interesting thanks! Any other screenshots of these interfaces would be appreciated. I'm going to poke around the CES demo site to look at those as well...

Also re the Rules module. Rules works best with entities so it looks like indeed an entity controller function may be needed - or at least advisable - for best luck with making rules applying to various entities. Like I said, slowly learning about it.
