The users cannot create multi-choice questions if they don't have the right to create quiz

The users cannot create multi-choice questions if they don't have the right to create quiz

I’m trying the Quiz 7.x-4.0-alpha10 version. I’ve activated the rights for creating multi-choice question for authenticated users but the users are not able to create multi-choice questions.

Is it normal?

When I’m enabling the right for creating quiz, the users are seeing the option for creating questions.

On my website, I want to have only one quiz for which the users will create questions. I cannot give the rights to create quiz.
Someone have a solution?
