Hi, please let me know if this is possible. If I allow a role to upload files to the private directory, via IMCE/CKEditor, can the role download the files? is uploading the files via the editor, instead of a cck file field allowed?

Yes it is possible. Any file put inside the private directory by any mean gets managed by Private Download.
You just need to make sure that the role who can upload files into the private directory through IMCE has also the permission to download private files.
