Hello, I am attaching a patch that implements a drush plugin I developed (based on the colorbox drush plugin) for Views Slideshow to download the jQuery cycle plugin with drush writing:

drush views-slideshow-plugin

Hope this plugin is useful.

This is already in the latest dev (well a similar implementation, under views_slideshow_cycle).
