Description:
When installing Drupal with a foreign language, Drupal 7 just added that language on top of English and English was kept as an enabled language. You could still disable English which made it show up at different places nonetheless. With Drupal 8, removal of English was made possible, so when installing in a foreign language, English is not added to the system anymore.
