Alright, I'm not even sure how to classify this but so far the searched I've tried haven't landed me to the "ah ha!" moment...

Using
AT Core 7.x-3.0-rc2+17-dev (enabled)
AT Admin 7.x-3.0-rc2+17-dev (enabled)
PCW 7.x-1.x-dev (default theme) (enabled - Adaptive Panels Everywhere sub theme for PCWtheme)

When I nav to http://localhost/pcw/admin/structure/panels
none of the links to enable, edit pages/panels etc are active...that is, they just sit there looking pretty and doing nothing... (sorta like a Trump ex-wife...)

If I change the theme to Garland, for example, they are active and work.

Please advise what stupidity on my part has gotten me here...

Sorry, should have mentioned that I'm using AT admin for administration...

when i set this to Garland for admin everything works as expected...

I have the same issue with Omega + Panels .

Why did you file this issue @ ATPE and not @ AT issue queue?

AT Admin
--------

An administration theme, use is entirely optional. This theme was carried
forward from the Drupal 6, which did not have a default admin theme like Drupal
7's Seven theme. AT will work just as well with both admin themes, either Seven
or AT Admin, however issues could arise if you try to use something like Rubrik
or Root Candy (both untested). AT Core heavily styles its theme settings pages
and there is no accounting for what other admin themes might break.

This is actually a Panels bug. The 'clear-block' class in panels-dashboard.tpl.php should be 'clearfix', and without the clearfix, the dashboard is not taking up any space so items beneath it get rendered on top of it and block the links. The fix is trivial.
