Events, facilities and localities should not be dependent on the mapping functionality; one should be able to have all of those things without a map of any kind. We should consolidate all mapping functionality into the incubator_mapping module and remove that dependency.

Should be fixed in dev; new module incubator_location now functions as the requisite for events, localities, etc.
