. is being mapped to ord(',') instead of ord('.') in features_dom_encode_options/features_dom_decode_options

Patch changes it to . and add changes the mapping array to one function so there's only one place to update if new added, and so if anyone else working with options can encode/decode as needed. (I have that use case -- have the map copy and pasted right now, which is so unideal.)
