Hi,
how can I insert a content in a voice of the menu directly, without administering the menu?
example, I am login user, I create new page. .... how can I insert in menu without administering menu automatically?

Maybe you could use the Taxonomy menu, and let users add their own tags? Or at least force users to select a term for their content? That way it would appear where you want it in the menu.
