I had students taking a quiz last night and their quizzes shut down at 11pm, PST. I (and they) expected that they would be able to keep working on the quiz until midnight.

This might be correct. If you enter daylight savings time after the quiz got created you'll probably see this error. Probably needs to save date instead of timestamp in the db.
