Improve vpr() for developers [#1326128]

vpr currently has some problems

As drupal_set_content does not work in d7 watchdog is the only place which works
The developer will not see it automatically
It's described as performance in the settings, but it's more as this
It's not automatically enabled via the drush command

My proposed solution

Enable it via the drush commando
Allow to show them via dpm(), so they are especially visible in the admin interface
Maybe drop the region feature from d7 as (it does not work) and there is not that improvement from just messages

This needs some merging working in 6.x-3.x.
