You can't.
It should/could be possible using Locale and t(), but it is not implemented, at least I can't do that.
This is not Localizer problem, maybe it could be added in Localizer.

You could create menu for creating content (Create content) and then using Localizer translate menu items, but it will say "Submit Page" when you try to add page.

Thanks, I see.
But "Create content" and other page showes some English words, It's confusing to end user. :-(
