AFAIK, everywhere in D7 core, the UX pattern for table listings is: optional text describing the table, followed by action links, followed by the table. This patch moves the "Add URL redirect to this node" link to above the table. Before and after screenshots attached. This patch also removes the description text, since it doesn't read as well when above the action link. Some D7 core pages (e.g., admin/structure/types) don't have description text. Some do (e.g., admin/structure/taxonomy). If we think URL redirects need a brief explanation, then let's model the text on the taxonomy page, and briefly explain what a redirect is, rather than simply saying that the table contains them.
