How to have teacher/manager assign quiz to students/group

What are the best methods to assign quiz's to users? For example, if quiz's are created by the school admins for the whole school, a teacher would then choose from the pool of quiz's the ones he wishes to assign to his class. The teacher would then want to know which of his students had completed the quiz and get the results. The admins would also need to be given the results of the students who had done their specific quiz's.
On the students login page they would have the quiz's presented that he had yet to complete.
In my case the teacher does not create the quiz's or have any access to edit them, just assigns quiz's from a choice.
