I created a fresh D6 site with just webform and webform_events modules installed.
The webform_events settings configured to close webform after 3 sign ups.
I then submitted the form 6 times, still no close of the form. I then logged out and continued submitting the same form as an anonymous user. It never stopped me for adding further submissions.
The results tab showed all my submissions to the webform too.
So the module doesn't appear to do the basic requirement?

Ben Hicks commentedI got it to work by including a new field in the webform called "Attendance Count". The event had only a "name" and "attendance count". The instructions on the webform (event settings) for "attendance restriction" say:
"If a textfield on the form indicates number of attendees for a single webform submission, select the field here. This will deduct the number entered by the registrant from the remaining attendees allowed. This is necessary if you wish to allow multiple registrations per submission."
Originally my form had only the "name" field and it didn't work. No way to handle the count
I would like it better if simply counted the text field. However, if I sign up and wanted another person to go too (me and my wife) you would need an attendance count field so I can see the author's concept.

So I'm looking at my Edit > Form Components and I create a new field called "How many are attending?". Which of the field types do I select to enforce the attendance limit?
I have my attendance restrictions set at a limit of 1, the attendance count field selected as "How many are attending?", with the webform set to automatically open and close as people change their answers. I can still register 2+ times though I want to try only 1 for this event!

james.wilson commentedSince webform lacks an actual 'integer' field type, it is set up for use with a 'textfield' type. If that is what you're using, let me know and I'll investigate further.

I'm intrigued by this module because I had been invited by Mr. Wilder to visit UNCC before I moved away!

Hanscraft commentedAlright, so I'm giving this another shot!
I reinstalled the Webform Events module, gave myself permission to administer, and then to Site Configuration > Webform Events settings. I choose my content type (Webform).
Next I went to Create Content > Webform and gave it a title, a brief description of blah blah blah. I wrote a confirmation message of "Thanks for registering!" and then under Webform access control selected anonymous and authenticated users. I hit save.
Now I'm at the Edit > Form Components page where I'll only add in one textfield of Name which is mandatory.
I then click on Event Settings and change the attendance limit to 1. I change the Attendance count field to Name. I check Webform automatic close. I enter a custom Attendance limit reaced error of "There is no longer any spots open to attend this class. Please check out our other classes at ...." I hit Save Configuration.
Now I go to a test run with my own name and hit submit. I get a confirmation message and a link to return back to the form.
On another computer I go to the URL and the form is open! I enter a new fake name and it is gladly accepted.
What am I doing wrong? I appreciate your help very much!

james.wilson commentedYou put text into the 'attendance count' field. It has to be a number for the system to count it up. A bug on my part for not running validation on it to make sure its not text. I'll add that validation in tomorrow or over the weekend.
Can you try deleting that entry.. and then putting '1' into the selected attendance count field.

Hanscraft commentedUpdate: I just created a "How many people are attending?" field and then set it as the Attendance count field. I can still register multiple times even if I put in a number value. I'm using a textfield and am adding a number to it.
I'm at home and away from the locked down test site. But I'll try it tomorrow.
So what I should do then:
Create a field with, "How many people are attending?" for example and then go into the settings and have it check that number field? (Since I'm not able to view the site, I'm trying to remember all the webform options)
