Both to solve #1036132-73: Provide a mechanism for issue summaries and also for general conformance with other node permissions, Project issue module should provide an "edit any project issues" permissions.
Attached is an untested patch.

dwwOh how satisfying it would have been to set this to 'needs work' and add the 'needs tests' tag. ;) However, in the interest of progress, I just added those myself (instead of manually testing this):

Pre-patch, I get an exception (since there's a fault permission name) and a bunch of failures.
With patch, all tests pass (yay!).
