Hi, I will post this on the panels page also as I am unsure where exactly the issue actually lies.
Using panels-7.x-3.0-alpha3 with the multiflex3-7.x-3.0-beta1 theme. Attempted to save a panel layout for reuse and this error occurred:
An AJAX HTTP error occurred.
HTTP Result Code: 200

ctools_include('export')just prior to that line in Panels' flexible.inc. I've committed a fix to Panels.Comment #2

the problem still exists if "Page Manager" is not activated (hint from: http://drupal.org/node/1136258)!
This should be fixed though, because other users may run into the same problem!
Set version is correct.
Can be reproduced by:
Panel Content -> Show Layout Designer -> Create some Regions ... Reuse Layout -> Fill the fields -> Save -> Causes:
Ein AJAX-HTTP-Fehler ist aufgetreten
HTTP-Rückgabe-Code: 200
