I need to create a site for a school district. There will be multiple users per site and I need a complex permissions system. I need teachers to be able to put up content for their classes, but not be able to edit other teacher's content. I want the principal to be able to make changes on teacher's pages and be able to assign new permissions to new teachers, but not have access to other schools. Can Concrete5 do this. If not what CMS can?

Oops. wrong name right question (darn copy & paste).. I do want to know if Drupal can do the things listed above.

Yep drupal can do this no problem-- core includes 'edit own' and 'edit any' permissions but there are several access control modules that can add to this in just about any way you can think of.
