Just bumping this issue. It's been over a year and now that the D7 upgrade has happened, I think it should be easier to move ahead.

Thanks for the Drupal.org Content Overview wiki and have been thinking about the how aspect:

How?
(Good question!!! Volunteers periodically maintain content and look at Google Analytics. There is no content producers or director of marketing. There are no declared content leaders other than for the Docs team. Is this sustainable, or should other parts of the site have declared leaders?)

I'd love to hear more feedback, but I've been looking at how to build participation in the drupal community in this thread of issues:

Maybe we need more roles #2203331: Differentiation of the Maintainer Role not just for maintainers but for other roles in the community too.

We really need to do more to recognize folks who are contributing!

This is in progress now with more details at https://www.drupal.org/roadmap/design. An initial update was posted to https://www.drupal.org/news/content-strategy-update-february-2015 and the working groups are all involved in review of content model recommendations.

Another update will be posted in early March.
