mgiffordJust bumping this issue. It's been over a year and now that the D7 upgrade has happened, I think it should be easier to move ahead.
Thanks for the Drupal.org Content Overview wiki and have been thinking about the how aspect:

Maybe we need more roles #2203331: Differentiation of the Maintainer Role not just for maintainers but for other roles in the community too.
We really need to do more to recognize folks who are contributing!

joshuamiThis is in progress now with more details at https://www.drupal.org/roadmap/design. An initial update was posted to https://www.drupal.org/news/content-strategy-update-february-2015 and the working groups are all involved in review of content model recommendations.
Another update will be posted in early March.
