it'd be nice to have a link directly to the smileys table (the way bbcode.module works), in case the smileys are at the end of a long active filter set. otherwise, clicking "More information about formatting options" takes you to the top of a really long help page with the smileys help at the bottom.

Not committing anything into 4.7 version. All features/fixes go into 5.x branch. Exception would be security fixes. Changing to 'needs work'. Although hopefully it should work for 5.x version, but still needs a look. :)
